During the 2024 campaign, Trump specifically criticized China for failing to follow through on previous fentanyl commitments, posting that Beijing had promised to execute drug dealers but "never followed through." China holds considerable leverage through its dominance of rare earth minerals and its refusal to fully open markets to American AI chips. By reducing tariffs now, some experts worry Trump may be weakening his position before securing concrete, verifiable results on fentanyl enforcement.

China has taken some legitimate action on fentanyl, including adding two more precursor chemicals to its list of controlled substances earlier this year. However, the flow of fentanyl components continues to devastate American communities, with over 100,000 overdose deaths annually linked to the drug.

Conservative voices have expressed mixed reactions to the deal. While some applaud any effort to address the fentanyl crisis, others worry the administration is repeating past mistakes by trusting Chinese commitments without establishing robust verification mechanisms. The one-year agreement framework means Trump will need to renegotiate annually, potentially putting him at a disadvantage each time.

The broader trade package includes China agreeing to pause rare earth export controls and resume soybean purchases, providing relief to American farmers who have suffered during the trade war. China also agreed to work toward a TikTok divestiture deal, though specifics remain unclear.

As the agreement moves forward, the critical question remains whether Beijing will actually deliver meaningful results or whether this represents another cycle of empty promises.
